Public Funding of Social and Solidarity Economy (SSE) Organizations in Normandy: A New Approach
Social and solidarity economy (SSE) organizations are involved in organizational innovation through their unique operating methods based on values such as democracy, non-profit, and cooperation. Thus, they are also rooted in social innovation through the responses they provide to society's unmet needs in various fields such as social action, personal assistance, art, and culture, etc. We study the SSE quantitatively and statistically specifically in Normandy, which constitutes an innovative approach for these SSE actors, most often studied nationally and qualitatively. In our study, we show how the distribution and allocation of regional public subsidies affect these organizations (crowding-out effect/ reinforcement effect) and how the choices of local authorities can be studied through the subsidies paid, which constitutes a new approach in terms of public decision-making.
