Social and environmental innovations (SEI) represent a major challenge in the face of contemporary challenges, and their development cannot be achieved without the development of impact investing (II). We propose an in-depth reflection on the actual scope and main perspectives associated with the concepts of innovation and impact investment. This article, together with the other contributions in the special issue, shows how the operationalization of the II concept leads, on the one hand, to questioning the very nature of ISE and the measurability of the impact associated with it, and on the other, raises concrete implementation issues. We also highlight the importance of public intervention to support II.
