Industrial Policy and Governance: The Experience of Innovative Clusters in Spain

In mid-2006, the Spanish government designed and implemented an industrial policy aimed at supporting the development of innovative clusters. Its objective was to promote a territorial and sectoral dynamic of innovation. This article presents a description and analysis of the program aimed at stimulating the creation of these groups of businesses. The second, more detailed, part analyzes the governance models that have been established.
