Under-development is revenue per capita that is below the cost of a worker. According to Marx, this is fostered by capitalism, which relentlessly worsens the situation. However, many countries have eradicated poverty by embracing the global capitalistic market model. This requires a radical attitudinal change, then some crossbreeding with Western culture.
