The article revisits some key issues in order to understand the technology policy challenges behind the relationship between military and civilian technologies. The issues being addressed are: Is defense necessary to implementing a technology policy? Is the US model replicable? What lessons can be drawn from the case of the Internet? Are intellectual property rights the best solution?
